Everything that is not a falsehood. Falsehood would be yelling fire in a theater. "Hate speech" is free speech. "Causing emotional distress" is bullshit if it is the truth. "Inciting a riot" is bullshit because people do things on their own accord. People are not sheep.
You're on the right track. As you know the First Amendment was intended to protect people's right to speak out against the government without fear of retribution. That's why a free press is also protected.
Now define "indecent exposure".
Indecent exposure is too subjective to define. In Iran, showing ankles is indecent exposure. On South Beach, having a hairy back is indecent exposure. Exposure of the genitals would be indecent exposure and that is more of a hygeine issue.
