They should empty the barrel once in a while. Putting stuff next to a full barrel is an acceptable form of civil disobedience.
I would have collected the cans to take to the salvage yard next time my pile got big enough and then there would of been room in the can for the rest of the garbage. Yes total crap most of the time.
